A Kentucky State Police trooper responded to a complaint of animal cruelty, where a man told him that Watkins, his neighbor, came to his house to ask for a cigarette, and was covered in blood. When he asked why Watkins had blood all over him, he said he’s been skinning dogs.

Initially, his neighbor didn’t believe him since he has a history of mental illness, but he soon realized it was true when he discovered four animal skins on Watkins’ front porch.

When police went to question Watkins, he was still covered in blood and had a holster on his belt containing a hunting knife.

When police asked him what the blood was from, Watkins said “I’m making myself a doggy coat.”

Watkins admitted to killing his neighbors’ dogs and said “There isn’t anything wrong with me making myself a fur coat.”

He then told police that he stabbed the dogs in the head with his knife to kill them and threw them over the hill once he skinned them.

Watkins was arrested and booked into the Floyd County Detention Center, where he was held without bond.

Watkins was ordered to be examined at the Kentucky Correctional Psychiatric Center and the case will be revised again on January 24.
